On January 13, 2018, Shandong Mercury Bohui Auto Parts Co., Ltd. organized an environmental protection acceptance meeting for the completion of the wastewater treatment engineering renovation project of Shandong Mercury Bohui Auto Parts Co., Ltd. in Wucheng County. Those who participated in the acceptance meeting included wastewater treatment. Facility design and construction unit—Jinan Traceability Environmental Technology Co., Ltd., Environmental Impact Report Form Preparation Unit—Dezhou Environmental Protection Research Institute Co., Ltd., acceptance report preparation unit—Shandong Perui Environmental Protection Monitoring Co., Ltd. and other units’ representatives and special invitations Of 3 experts, established an acceptance working group (list attached). The construction unit introduced the implementation of the environmental protection of the project, Shandong Perui Environmental Protection Monitoring Co., Ltd. reported on the environmental protection acceptance monitoring of the project completed, inspected the construction and operation of the project and environmental protection facilities on site, reviewed and verified relevant information . After serious discussion, the acceptance opinions are as follows:

1. Basic situation of project construction

(1) Construction site, main construction content and scale

Shandong Mercury Bohui Auto Parts Co., Ltd. Wastewater Treatment Project Reconstruction Project is located in the west of North Shuixing Road, Longxi Street, Wucheng County Economic Development Zone. The project is implemented in the company's existing plant area to treat and reform existing production and domestic wastewater. On the basis of the original integrated wastewater biochemical treatment system of the project, a new physical and chemical wastewater treatment station was built, including 2 lift pumps, 1 air flotation machine, 1 dissolved air system, 1 slag scraping system, and 2 releaser systems. Sets, 2 sets of dosing mixer and dosing tank, metering pump, electric control system, etc. After the technical transformation project is completed, the domestic sewage in the plant is treated by the integrated biochemical treatment system, and then enters the physical and chemical sewage treatment station through the pipeline for treatment, and then reaches the standard discharge; the workshop cleaning wastewater and the circulating cooling wastewater directly enter the physical and chemical sewage treatment station through the pipeline for treatment Discharge. After the project is completed, the processing capacity will be 400m3/d, which can meet the sewage discharge requirements of the existing plant area.

(2) Construction process and environmental approval status

In October 2017, Dezhou Environmental Protection Science Research Institute Co., Ltd. was entrusted to compile and complete the "Shandong Mercury Bohui Automobile Parts Co., Ltd. Wastewater Treatment Project Environmental Impact Report Form"; in November 2017, Wucheng County Environmental Protection Bureau approved Wuhuan Report Form [2017] No. 102 approved the project’s environmental impact report form. Have not yet applied for a pollutant discharge permit. During project construction and commissioning and operation, there are no environmental complaints, violations of laws or punishment records, etc.

(3) Investment situation

The total investment of the project is 600,000 yuan, and the environmental protection investment is 600,000 yuan.

(4) Scope of acceptance

The project has a new physical and chemical sewage treatment station.

2. Project changes

There is no change in the actual construction content of the project compared with the EIA stage.

3. Implementation of environmental protection facilities

1. Wastewater

This project is a technological transformation project. The project itself does not produce waste water. The waste water is mainly the existing engineering wastewater. The existing engineering wastewater discharge is 70m3/d. The main pollutants are COD, petroleum, benzene series, NH3-N, SS. The wastewater from the project is treated by the sewage treatment station in the plant area and then enters the Limin Sewage Treatment Plant in Wucheng County for treatment.

2. Exhaust gas

The newly added waste gas of the project is mainly the malodorous gas produced during the sludge drying process.

3. Noise

After the project is completed, the new noise is the mechanical noise generated by hoists, air flotation machines, sludge pumps and other equipment. The company uses low-noise equipment, basic vibration reduction, and building sound insulation to reduce noise emissions.

4. Solid waste

After the renovation of this project is completed, the newly added solid waste is sludge, which is a hazardous waste and is entrusted to a qualified unit for treatment.

5. Environmental management and monitoring system

The company has established an environmental protection management organization, formulated the "Environmental Protection Management System", etc., and made corresponding regulations for the environmental protection work of the entire plant.

4. Debugging effects of environmental protection facilities

The environmental protection acceptance monitoring time for the completion of the project is from December 19 to 20, 2017. During this period, the production load of the enterprise is greater than 80%, which meets the requirements of the environmental protection acceptance of the project (≥75%).

1. Exhaust gas

During the acceptance monitoring period, the odor concentration at the plant boundary can meet the standard requirements in Table 1 of the "Emission Standard for Odor Pollutants" (GB14554-93) (odor concentration: 20 (dimensionless)).

2. Noise

During the acceptance and monitoring period, the daytime noise Leq of the plant boundary around the project is between 48.1-58.2dB(A), and the night noise Leq is between 41.9-47.2dB(A), which meets the "Environmental Noise Emission Standard for Industrial Enterprises" (GB12348). -2008) Class 3 standards (daytime: 65dB(A), nighttime: 55dB(A)) requirements.

3. Wastewater

During the acceptance and monitoring period, the daily average value of the discharge concentration of various pollutants (pH, COD, BOD, benzene series, ammonia nitrogen, petroleum, SS) in the project wastewater met the "Sewage Discharged into Urban Sewer Water Quality Standards" (GB/T31962-2015) B grade standard requirements. (PH: 6.5-9.5, COD: 500mg/L, BOD5: 350mg/L, benzene series: 2.5mg/L, ammonia nitrogen: 45mg/L, petroleum: 15mg/L, SS: 400mg/L)

Five, acceptance conclusion

Shandong Mercury Bohui Auto Parts Co., Ltd. Wastewater Treatment Project Reconstruction Project has complete environmental protection procedures, established an environmental management system, and the project’s environmental protection facilities have been built in accordance with the requirements of the environmental assessment approval, and the environmental protection requirements in the environmental assessment approval have been implemented, and there is no major Changes, the pollutants discharged during the acceptance monitoring period meet the standards, and the environmental protection acceptance conditions for the completion of the construction project are met, and the acceptance is qualified.

Six, other suggestions

1. Improve the environmental protection management system and environmental protection responsibilities. Strengthen the daily maintenance and management of various environmental protection facilities to ensure the normal operation of environmental protection facilities; if environmental protection facilities are overhauled or suspended, they must be reported to the local environmental protection department in a timely manner and truthfully recorded for future reference.

2. According to the "General Principles of Self-monitoring Technical Guidelines for Pollutant Discharge Units" (HJ819-2017), self-monitoring is carried out on a regular basis.
